
HOPE: Haiti Hemispheric Opportunity Through Partnership Encouragement Act
The recent ratification of the HOPE II Law has extended the duration of the preferences granted to Haiti to 10 years. It is a unique opportunity to attract investors to the country.
The initial HOPE Law voted in 2007 allowed Haiti to assemble textiles produced outside of the United States and export them to the US duty-free.
HOPE II (voted in June 2008) grants Haiti’s textile industry a greater flexibility in terms of rules of origin for the garments exported to the United States.
HOPE II is established for a period of 10 years: In addition to the articles already manufactured under CBI enhanced, Haiti will be able to, among other possibilities, transform and export to the United States, duty-free, up to the equivalent of 70 millions square meter equivalents of woven fabric for all types of clothing, and 70 millions square meter equivalents of knit fabrics originating from third countries. In addition, women’s’ underwear, pajamas, bags, handbags and backpacks, caps and hats may be manufactured in Haiti in unlimited quantities; this regardless of the origins of the fabrics and materials used in their production.
These products will enjoy the benefit of duty-free access on the United States market.
